This month, we explore the topic of democracy, its development, and the model of governance it entails. As usual, we will focus on young people and their takes on the topic.<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-128f929 elementor-widget elementor-widget-text-editor\" data-id=\"128f929\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Events such as the elections of extremist right-wing parties in Europe or the war in Ukraine inevitably make us wonder if there are any reasons to be optimistic about the development and construction of democratic spaces. At the same time, this model of governance seems to be more effective than others to maintain international peace and defend the interests of a nation\u2019s population.<br \/>If you are lost in elections like us, here is an overview of democratic principles, the state of democracy today, and its global prospects.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3bce3c4 elementor-widget elementor-widget-heading\" data-id=\"3bce3c4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">\ud83d\udcda What is democracy?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-961e525 elementor-widget elementor-widget-text-editor\" data-id=\"961e525\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><a href=\"https:\/\/www.coe.int\/en\/web\/compass\/democracy\" target=\"_blank\" rel=\"noopener\">The word democracy<\/a> comes from the Greek words &#8220;demos&#8221;, the people, and &#8220;Kratos&#8221; which means power. In short, it\u2019s the &#8220;power of the people&#8221;, a model of governance that relies on the people\u2019s will. It\u2019s different from autocracy or dictatorship where one person rules, and it\u2019s not oligarchy where a privileged class rules.<\/p><p>There are <a href=\"https:\/\/www.coe.int\/en\/web\/compass\/democracy\" target=\"_blank\" rel=\"noopener\">many different models<\/a> of democratic government, such as presidential (e.g. France) and parliamentary (e.g. the United Kingdom) democracies, with federal (e.g. the United States) or centralized systems (e.g. Canada). Moreover, voting systems can vary as there are proportional voting systems and majoritarian ones, and so on.<\/p><p>However, all democracies are ruled by representatives of the people and are based on the principles of equality where one person equals one vote. Thanks to those mechanisms, they are built around a social contract. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-dfbf629 elementor-widget elementor-widget-heading\" data-id=\"dfbf629\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">What is a social contract?<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-62d007f elementor-widget elementor-widget-text-editor\" data-id=\"62d007f\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>The main idea of a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Social_contract\" target=\"_blank\" rel=\"noopener\">social contract<\/a> is that in exchange for their trust to be governed, citizens obtain certain core public goods provided by their representatives. For example in some countries, citizens trust their government with managing the taxes they pay to get universal healthcare. The same goes for public schools, the maintenance of transport infrastructures, the legal system, the distribution of energy, the army, etc.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3dff919 elementor-widget elementor-widget-heading\" data-id=\"3dff919\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">How do we know a democratic system is working well?<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a4ee8f elementor-widget elementor-widget-text-editor\" data-id=\"1a4ee8f\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>To check their heartbeat, the <a href=\"https:\/\/www.idea.int\/democracytracker\/\" target=\"_blank\" rel=\"noopener\">Global state of democracy initiative<\/a> reviews the following elements:<\/p><ul><li>Representative government means clean elections, inclusive suffrage, free political parties, and elected government.<\/li><li>Fundamental rights mean access to justice, civil liberties, social rights, and equality.<\/li><li>Checks on government meaning media integrity, judicial independence, and effective parliament.<\/li><li>Impartial administration means the predictable enforcement of laws and the absence of corruption.<\/li><li>Participatory engagement means local democracy, direct democracy, electoral participation, and civil society participation.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-600d3fe elementor-widget elementor-widget-heading\" data-id=\"600d3fe\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">\ud83e\uddd0 Are democratic systems on the rise or on the fall?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-352d7b6 elementor-widget elementor-widget-text-editor\" data-id=\"352d7b6\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>According to The Global State of Democracy <a href=\"https:\/\/www.idea.int\/gsod\/\" target=\"_blank\" rel=\"noopener\">2021 report,<\/a> more democracies were deteriorating than democracies emerging between 2016 and 2021. On one hand, deteriorating democracies have pro-democratic laws and institutions but do not offer equal access to them, for example by excluding immigrants from their voting systems. On the other hand, Myanmar and Tunisia are <a href=\"https:\/\/freedomhouse.org\/report\/freedom-world\/2022\/global-expansion-authoritarian-rule?te=1&amp;nl=paul-krugman&amp;emc=edit_pk_20230130\" target=\"_blank\" rel=\"noopener\">not democracies<\/a> anymore.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9e22b41 elementor-widget elementor-widget-heading\" data-id=\"9e22b41\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Any good news?<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1d338ef elementor-widget elementor-widget-text-editor\" data-id=\"1d338ef\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Yes. That report was published in 2021, but multiple experts said that 2022 witnessed movements going against that trend. To put it in the words of journalist <a href=\"https:\/\/www.ft.com\/content\/4b12a726-0be0-4308-a904-74e8f2effb6b?te=1&amp;nl=the-morning&amp;emc=edit_nn_20230103\" target=\"_blank\" rel=\"noopener\">Janan Ganesh,<\/a> \u201c2022 was the year liberal democracy fought back\u201d. The president of the pro-democratic think tank Freedom House, <a href=\"https:\/\/messaging-custom-newsletters.nytimes.com\/template\/oakv2?campaign_id=9&amp;emc=edit_nn_20230103&amp;instance_id=81708&amp;nl=the-morning&amp;productCode=NN&amp;regi_id=73208665&amp;segment_id=121436&amp;te=1&amp;uri=nyt%3A%2F%2Fnewsletter%2F723f46bc-c693-523b-9b7d-d736e919e425&amp;user_id=ac5f4ef527c922173b6b0a75e53fd581\" target=\"_blank\" rel=\"noopener\">Michael Abramowitz,<\/a> also declared that \u201cthe story of the last year has been, if hopeful isn\u2019t the right word, at least more mixed\u201d.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4325962 elementor-widget elementor-widget-heading\" data-id=\"4325962\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Tell me more.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a738d31 elementor-widget elementor-widget-text-editor\" data-id=\"a738d31\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ul><li>L' <a href=\"https:\/\/www.lemonde.fr\/en\/international\/article\/2022\/10\/31\/lula-defeats-bolsonaro-in-brazil-s-runoff-election_6002332_4.html\" target=\"_blank\" rel=\"noopener\">Brazilian<\/a> democracy was backsliding because its former president Jair Bolsonaro declared he would reject vote results if he didn\u2019t get re-elected, but he ended up leading a peaceful transition to hand over power to Lula after he was defeated by him.<\/li><li>A massive pro-democratic popular uprising is undergoing <a href=\"https:\/\/www.lemonde.fr\/en\/international\/article\/2022\/11\/23\/the-uprising-in-iran-is-already-having-an-impact-on-the-whole-of-iranian-society_6005386_4.html\" target=\"_blank\" rel=\"noopener\">in Iran<\/a> to defend women\u2019s rights, making it the longest civil rights movement in the country since 1979.<\/li><li>Even the <a href=\"https:\/\/www.aljazeera.com\/economy\/longform\/2022\/12\/22\/the-protests-that-exposed-cracks-in-chinas-middle-class-dream\" target=\"_blank\" rel=\"noopener\">Chinese government<\/a> agreed to soften its strict zero-COVID policies, a response to its people taking up the streets to ask for more freedom.<\/li><li><a href=\"https:\/\/messaging-custom-newsletters.nytimes.com\/template\/oakv2?campaign_id=9&amp;emc=edit_nn_20230103&amp;instance_id=81708&amp;nl=the-morning&amp;productCode=NN&amp;regi_id=73208665&amp;segment_id=121436&amp;te=1&amp;uri=nyt%3A%2F%2Fnewsletter%2F723f46bc-c693-523b-9b7d-d736e919e425&amp;user_id=ac5f4ef527c922173b6b0a75e53fd581\" target=\"_blank\" rel=\"noopener\">In the US,<\/a> Donald Trump\u2019s claims to contest the 2021 presidential election results seem to have isolated him.<\/li><li><a href=\"https:\/\/www.aljazeera.com\/news\/2022\/10\/27\/protests-in-sri-lanka-over-economic-crisis-and-police-brutality\" target=\"_blank\" rel=\"noopener\">In Sri Lanka,<\/a> protesters took to the streets to demand accountability for the government\u2019s debt default and eventually forced the president\u2019s flight and resignation.<\/li><\/ul><p>\u00a0<\/p><p>In short, we live in a continuously evolving world and it&#8217;s up to you to see if the glass is half full or half empty. However, the <a href=\"https:\/\/www.idea.int\/gsod\/\" target=\"_blank\" rel=\"noopener\">number<\/a> of protests around the world more than doubled between 2017 and 2022, sparked by a wide range of issues, demonstrating that most people are willing to fight for their rights.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f9a4b08 elementor-widget elementor-widget-heading\" data-id=\"f9a4b08\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">\ud83c\udfcb\ufe0f\u200d\u2642\ufe0f How can existing democracies improve?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c03f962 elementor-widget elementor-widget-text-editor\" data-id=\"c03f962\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>As discussed in our activism series, there is indeed a general feeling of discontent among citizens of democratic countries. To answer this issue, the <a href=\"https:\/\/www.idea.int\/democracytracker\/\" target=\"_blank\" rel=\"noopener\">Global state of democracy initiative<\/a> suggests elected governments update their social contracts to align them with contemporary topics and \u201cprioritize equal access to the mechanisms of participation\u201d.<\/p><p>For example, governments could expand their budget to better protect the people against climate change, adapt the transport infrastructure and workers&#8217; laws to remote work, open voting rights to younger people, etc.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fd4420b elementor-widget elementor-widget-heading\" data-id=\"fd4420b\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">How can they get there?<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-62dcc67 elementor-widget elementor-widget-text-editor\" data-id=\"62dcc67\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>To do that, the think tank recommends <a href=\"https:\/\/www.idea.int\/democracytracker\/\" target=\"_blank\" rel=\"noopener\">seven policies:<\/a><\/p><ul><li>New constitutions, for instance, updated voting systems,<\/li><li>Electoral integrity guarantees such as mid-term confidence votes,<\/li><li>Spaces for meaningful youth participation,<\/li><li>Stronger and updated protection of freedom of expression,<\/li><li>Civic education which could take place in the form of mandatory civic services,<\/li><li>Regional input integrated into national and local laws and policies,<\/li><li>Participatory mechanisms that channel public demands into new laws and policies, like citizens&#8217; assemblies.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f2524f5 elementor-widget elementor-widget-heading\" data-id=\"f2524f5\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Where can I start?<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f49ed64 elementor-widget elementor-widget-text-editor\" data-id=\"f49ed64\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Even though you don\u2019t feel well represented by any party, voting remains the most effective way to make your voice heard. These participatory mechanisms consist of a group of volunteer citizens solicited by the government to design policies on a specific topic.
